Board meetings

Meetings are quarterly and open to all homeowners

The Board meets at least four times a year, and every homeowner is welcome to attend. Meetings have recently been held at the OSF facility on Route 91, beginning at 6:30 pm. Notice of each meeting is posted in the subdivision at least fourteen days beforehand.

Before you build

Board approval comes before the first shovel

Fences, pools, decks, patios, spas, sheds, pergolas, retaining walls and solar panels all require written approval from the Board before construction begins. Submitting plans afterwards can mean removing finished work at your own expense.

How Chadwick Place works

The Association: An Illinois not-for-profit association. Every lot owner is automatically a member for as long as they own their home, and each lot carries one vote.
The Board: A volunteer Board of Trustees elected by the homeowners, serving without compensation. The Board meets at least four times a year, and its meetings are open to homeowners except when discussing litigation, personnel, or an individual owner's rule violations or unpaid dues.
What dues pay for: Care and upkeep of the common areas and entryways — landscaping, the subdivision signs and their lighting, common-area water and electricity, insurance, and neighborhood social events.
Assessments: Dues are assessed annually and are the same for every lot regardless of its size. Unpaid assessments can become a lien against the property thirty days after they fall due.
Roads and refuse: The streets inside Chadwick Place are public roadways maintained by the City of Peoria; refuse and yard waste are collected by the city's hauler. The Association's rules still apply throughout the subdivision, including on those public streets.

New to the neighborhood?

Welcome. The two documents worth reading first are the Rules and Regulations — short, practical, and where most day-to-day questions are answered — and the home project approval process, before you plan any exterior work.

If you rent your home to a tenant, you're required to give them copies of the Bylaws, the Declaration of Restrictions, and the Rules and Regulations.

Neighborhood Facebook group

Residents run an informal group for the Chadwick neighborhoods. Search Facebook for “Chadwick Neighborhoods - Peoria, IL”. It is not operated by the Association, and notices posted there are not official Board communications.

The governing documents

Three documents govern Chadwick Place

They stack: the recorded Declaration sits at the bottom, the Bylaws set out how the Association is run, and the Rules and Regulations cover everyday life. Where a rule and a restriction conflict, the rule applies.

Declaration of Restrictions

The covenants recorded against every lot in 2001 — setbacks, exteriors, fencing, pools, vehicle storage, and the Association's powers. This is the deepest layer, and it runs with the land.
